Practice and Reflections on Urban Comprehensive Planning Reform in the New Era

Abstract: The integration of spatial planning management right will transfer the current spatial planning system from the original one characterized by power competition among multiple planning agencies to that featuring an integrated single plan. The reform of urban master planning is examined in this paper. It is suggested that agencies should give up parochialism and reconsider comprehensive planning of cities in the context of management unity. On the basis of summing up current practice, this paper puts forward the following reform suggestions. At the theoretical level, planning power should be restructured around the need to allocate development right of resources. Correspondingly, planning practice should be transformed from being based on technical rationality to that on multiple-party coordination. To enhance the public policy attribute of planning, strategic and policy researches should be encouraged to strengthened the logical coherence and leading role of plans.. In addition, coordination should be emphasized in the plan making and control process while structural and hierarchical clarity needs to be maintained in the control system.
