Abstract: As socialism with Chinese characteristics has entered a new era,China’s higher education should realize the connotative development,which can overcome problems of higher education accumulated in the past decades,respond positively to the new requirements of the times, and meet the people’s new expectations. The goals of its connotative development are hierarchical. And colleges and universities should set goals according to their own conditions. The essence of connotative development of higher education lies in taking practical measures to improve its quality,keeping its focus while stabilizing its scale,making great efforts to adjust its structure,and establishing an analysis mechanism of its efficiency to guide institutes of higher education to increase their efficiency consciousness in school management. To realize the connotative development of our higher education,we need to stimulate the endogenous impetus of the reform of universities and colleges and carry out a series of reforms.
