Abstract: As a new type of meso-level planning,county-scale rural construction planning serves the role of guiding overall planning and construction and it is of great significance to promote the reform of the rural planning system.Countyscale rural construction planning requires the understanding of rural spatial agglomeration model (e.g.town and village system,allocation of rural public service,etc.),key techniques in rural construction and feasibility of rural construction projects,which constitutes the key challenges.In the case study,rural spatial agglomeration is understood from aspects such as topography,population density,traffic conditions,population migration and other factors.As a result,the towns and villages are divided into different levels and functions to guide the allocation of public service facilities in the countryside.Innovation in planning techniques is a key to the effective implementation of plans.The depth of county-scale plan should reach the level of preliminary study of the lower-scale planning,supplemented by plan specifications and technical guidelines.In the She Xian County Rural Construction Planning,we also tried to improve the implementation of the planning effectiveness through establishing comprehensive planning management information system,compiling departmental guidelines for interpreting plans,innovating local policy and management system,and preparing a list of major rural construction projects.
