On the Conflicts and Cooperation between Local Governments in South Korea: From Conflicts to Cooperation

Abstract: Against the background of local autonomy, local interest arises and the conflict between local governments increases. However, the development of regional economy requires the cooperation between different regions. The transition from conflicts to cooperation is a big issue for local public administration. From the point of view of logical path analysis and the examination of three cases, we see that only cooperation can solve composite events and division will lead to conflicts, that the institutionalization of division will deepen conflicts, that communication will usher in cooperation, and that institutionalizing communication will foster cooperation and prevent conflicts. As a result, local governments, in the process of obtaining regional development, should strengthen the cooperation between different local areas,establish certain communication mechanism, and stabilize and institutionalize this mechanism. With this long-term institutionalized communication, the conflicts between local governments will diminish and the cooperation will grow.
