Abstract: As a multi-ethnic empire,Habsburg monarchy had occupied an important position in European balance in the 18th and 19th century.After the middle of the 19th century,with the stronger national consciousness,national movement emerged within the Empire.Empire gave priority to governance of relationship among nationalities.It insisted on the policy of "assimilation" and "divide and rule" deriving from the past.In 1867 the imperial ruler transformed regime into dualism in order to remain continued existence of Empire with setting up equilibrium between two dominant nations-German and Hungary,but it failed to defend against national movement.After dissolution of Empire,the national tension in most of CEE countries remained unresolved.Some countries followed imperial practices in handling of national relation,and the tension broke out again in 90 s of the 20th century.National relationship has been vital to historical development in CEE,which leads to the changes of political landscape in this region.
