Abstract: The changes in Japan’s local cultural administration after the second World War are reflected in five aspects:from the autocratic administration of the central government to the decentralized administration of the local autonomy;from the administration based on central command to independent administration led by local autonomy;from the sectoral administration aimed at cultural revitalization to the comprehensive administration supporting the life and culture for local residents;from the obligation and efficiency oriented administration to the people oriented administration;from management-oriented administration dominating the people to the autonomic and cooperative administration subjected to people.The core idea in the transition can be explained as culture’s administerization was replaced by the administration’s culturalization.China is now in the critical moment of urbanization.It is feasible to look into Japan’s experience of how its local cultural administration was reformed,so that to discuss the future direction of China’s local cultural administration reform,as well as to design the urban culture in the process of the new-type urbanization.
